Updated Concept Plan Submitted for Proposed 394 Home Development North of Highway 60
The City of Cedarburg has received an updated concept plan from Neumann Developments for a proposed single-family residential subdivision located north of Highway 60 on approximately 214 acres of currently active farmland. The latest concept includes 394 homes to be phased in over a period of several years. At 1.91 units/net acre, this plan is consistent with the City of Cedarburg Comprehensive Smart Growth Plan classification of Medium Density Residential for this area.
Background: Earlier Concepts and Planning Work
Neumann first approached the City about developing this site back in 2024. Initial submissions contained as many as 560 housing units. In order to make a most informed decision about this and other future development, the City paused review of new residential development projects to undertake a comprehensive update of its Smart Growth Comprehensive Land Use Plan. That process included a school district impact study, a housing report, and a traffic study. These analysis give up-to-date insight as to existing public facilities and services capacity, long‑term community trends,and forecasted growth impact projections.
Following adoption of the updated Comprehensive Plan Land Use, Housing, and related chapters in October 2025, Neumann began work on revised and new concept site plans. These have been the subject of review, discussion and nonbinding feedback by staff, the Site & Architectural Review Board, and the Plan Commission, ultimately leading to this latest submission. The City now looks to include the Common Council in this concept review/feedback process before the Developer proceeds to preliminary plat.
Upcoming Joint Concept Review Meeting
The updated concept plan will be discussed at a joint meeting of the City Plan Commission and the Common Council.
This meeting is being held specifically for concept review and nonbinding feedback to the Developer. No final decisions will be made regarding approvals or development rights.
